Delay in Receiving Messages in OPPO Phone

Check the phone signal
Ensure you're in an area within the operator's network coverage, then check the cell signal in the status bar. The more bars, the stronger the signal. If the signal is weak, change your location and test again.
Clear the cache and data of the Messages app
You can clear the cache and data of your camera app through the path per the ColorOS version. You can check your ColorOS version through [Settings] > [About phone] / [About device].
For ColorOS 12 and above: Go to [Settings] > [Apps] > [App management] > [Messages] > [Storage Usage] > [Clear Data] > [Clear Cache].
For ColorOS 7.0 to ColorOS 11.3: Go to [Settings] > [App Management] > [App List] > [Messages] > [Storage Usage] > [Clear Data] > [Clear Cache].
Note: If the [Messages] app is not showing, on the [App list], tap on the two-dot menu on the upper right > Then tap on [Show system].For ColorOS 5.0 to ColorOS 6.1: Go to [Settings] > [App Management] > [Messages] > [Storage Usage] > [Clear Data] > [Clear Cache].
For ColorOS 3.1 and ColorOS 3.2: Go to [Settings] > [App Management] > [All] > [Messages] > [Clear Data] > [Clear Cache].
For ColorOS 3.0: Go to [Settings] > [Additional Settings] > [Application Management] > [All] > [Messages] > [Clear Data] > [Clear Cache].
Reinsert the SIM card

Contact your operator
Issues with your operator might affect your service. Contact your operator to:
Verify that your SIM card is active.
Make sure there are no outages in your area.
Restart and update the phone
Restart the phone, and make sure you have the latest software version.
Some third-party applications that contain ads may obtain access to your phone's permission and affect the receipt of messages. Check if many new or similar messages are received after the phone restarts; if yes, uninstall the related apps and see if you fix the issue.
Perform a factory reset on the device
