Accessibility Shortcuts
When this is enabled, you can choose a shortcut service that you will suit your needs. You can choose TalkBack, Select to Speak, and Switch Access. The shortcut just requires you to hold both the volume buttons for 3 seconds to start the accessibility function.
Enable Accessibility Shortcuts
To enable Accessibility Shortcuts, go to [Settings] > [Additional Settings] > [Accessibility] > [Accessibility Shortcuts] > toggle [Accessibility Shortcuts] to green to enable.
Shortcut Service
To choose the shortcut service that you would want to use, go to [Settings] > [Additional Settings] > [Accessibility] > [Accessibility Shortcuts] > [Shortcut Service] then choose the one you want.

To make shortcut service available still even when the screen is locked, go to [Settings] > [Additional Settings] > [Accessibility] > [Accessibility Shortcuts] > toggle [Available Even When The Screen Is Locked] to green to enable.
